Association 3 of March criticizes Spanish and Basque institutions on the 44th anniversary of the massacre
- The association has denounced that the PSOE-UP is hampering the Spanish Government’s taking of Martin Villa’s statement and that the Basque institutions do not take practical steps to turn the church of San Francisco into a Memory Center. He has called on the citizens to mobilize on 3 March to “continue” with the struggle of the dead.
The Asociación 3 de Marzo de Vitoria-Gasteiz has held a press conference this Friday morning. Tuesday is 44 years since the National Police killed five strikers in Vitoria-Gasteiz and injured hundreds of people. No one has been tried for these facts. The Argentine complaint against the crimes of Franco opened an opportunity. As part of this process – and after many obstacles – Rodolfo Martín Villa is scheduled to testify on 20 March. It has to do so before Judge María Servini, at the Embassy of Argentina in the Congress of Deputies. Martin Villa, who was Minister of Government at the time of the massacres, is charged. The association considers that the declaration is a historic opportunity to do justice, but it has raised the alarm: “Last-minute manoeuvres can divert this situation, and within a few days there is still a great deal of helplessness and uncertainty” – in January the Spanish Government was against making a statement to Martin Villa, but Judge Servini has decided to go ahead.
The PSOE and the United Nations Podemos, which form the Government of Spain, have been responsible for these manoeuvres of the Association 3 of March, denouncing that they are “in the same line” as the previous governments. “We don’t know if they want to [end impunity], they can’t or dare not break. Once again, we have to remember that there is no democracy for impunity. Without justice for all victims there is no democracy,” he warned.

The Memory Gara platform has been working since 2018 to turn the Church of San Francisco, the scene of the massacre, into the Center for Memory and Human Rights. Association 3 of March is one of the members of the platform. The association has recalled that the project has the approval of the City Hall of Vitoria-Gasteiz, the Council of Álava, the Basque Government and Gogora. But he denounces that they have not taken practical steps to make the Memory Space a reality: “There is still no concrete fact that confirms that they are going to move from words to deeds.” These institutions have to reach an agreement with the Vitoria-Gasteiz Government for the project to materialize. The Church of San Francisco has not been used for religious purposes since 2014.
Call to continue fighting
Finally, the association calls on the public to participate in mobilizations to be convened on the occasion of the anniversary of the massacre. On March 3, 1976, Vitoria-Gasteiz was murdered in memory of Pedro María Martínez Ocio, Romualdo Barroso, Francisco Aznar, José Castillo and Welcome Pereda; in the sympathetic mobilizations they were murdered by the police in Basauri and Tarragona in memory of Juan Gabriel Rodrigo and Vicente Antón Ferrero; and “above all for the need of defense today. In short, this is the best tribute we can pay to those who are no longer there, to continue their struggle.”
