Compared to Álava, Bizkaia and Gipuzkoa, the scenario of participation in Navarre has changed the least. In most municipalities participation has decreased, but moderately. For example, in Pamplona there are two points down, in Tafalla only one point, in Egüés three and in Baztán two points. However, in certain smaller localities they have suffered a major blow in the computation of 18:00 hours: In Lesaka it has dropped seven points and in Larraun and Ujué fifteen points

In Álava it has dropped 2.94 compared to four years ago.

Participation has declined further in the Valley: 15 points. Lagran descends 13 points, Aramaio 12, Berantevilla 9, Lantarón and Treviño 8 and Ebro Baths almost 7. Vitoria is down 3.

Among the municipalities in which the participation has increased are a dozen municipalities such as Samaniego, which has risen 11 points, Zalduondo 10, Moreda 7, Kuartango and Arrazua-Ubarrundia 6.5 and Laguardia 2.5 points.

In Bizkaia it drops 3.90 compared to 2019.

In Bizkaia, the least populated populations have decreased their share. For example, in Sopuerta, Arrankudiaga, Mendata and Atxondo citizen participation drops between 10 and 12 points. Moreover, in the cities and towns where there are more people, the decline is also evident: In Bilbao it falls almost 5 points, similar in Barakaldo, Getxo 4 and Durango 3. In addition, in Sopelana and Bakio participation has dropped by 7 points.

Some less populated villages are mentioned in the list: In Murueta it has risen 5 points, in Alonsotegi 2, and has increased some of the isolated tissues in Larrabetzu, Ispaster, Mendexa and Ispaster.

Gipuzkoa is the territory in which the participation in the Basque Country has fallen the most, namely 4.84 points.

In Gipuzkoa, the share decreased to a greater extent in Altzaga: It descends 16 points; in Urretxu and Gaintza 14; in Hernialde and Belauntza around 12; in Errezil, Legorreta and Abaltzisketa 11; and in Zestoa 10 points. For some of the main municipalities, Ordizia (9 points below), Azpeitia and Beasain 8, Bergara 6, Irun, Arrasate and Azkoitia stand out just over 5, Tolosa 3.5 and Zumarraga 2.8.

Go up in Aduna (almost 11 points) and Ezdox-Itsaso (just over 10 points). It has also increased in Beizama (5), Altzo (4) and Alegia (1).
