Markel Olano left after twelve years in office (2007-2011 and 2015-2023). After the legislatures of strong political confrontation, especially in the face of the accusations of the incinerator and the corruption in Bidegi who wanted to build the climate in an emergency situation, it can be said that the latter has had the most quiet legislature (what was the most outstanding problem in Gipuzkoa? ). Eider Mendoza has been presented by the nationalists for the post of Deputy General of Gipuzkoa, spokesman for the previous Parliament. EH Bildu has presented Maddalen Iriarte, a ETB journalist for many years and one of the public faces of EH Bildu in recent times. The polluting infrastructure to which we have referred is also related to the current Environment Deputy, José Ignacio Asensio, candidate of the PSE-EE, who, after defending the incinerator above all, was the politician who had the laughter of going to popular mobilizations against climate change with the t-shirt with the motto “We don’t have a planet B” – the most veteran ecologists – the Elkarrekin We have chosen Miren Echeveste and the PP to Mikel Lezama.

Polls say that abstention will decrease, that the PNV will be around 20 junters and that EH Bildu will approach 19, that the PSE-EE will keep its 9, that it will go down to Elkarrekin Podemos 2 and that the PP will pull out 1. Vox is an absolutely marginal political phenomenon in Gipuzkoa, which seems to be outside the institutions. In the history of elections we can observe that 9 out of every 12 legislatures from 1979 to today have been governed by the PNV, twice by EA and once by Bildu.

Open a wide range of municipal parties

In the last elections EH Bildu was the first force in 49 municipalities, PNV 15 and PSE-EE 6. However, in the ten most populated cities the distribution is not like this: The PNV stood out in Donostia, Zarautz, Arrasate, Tolosa and Hondarribia; the PSE-EE in Irun, Eibar and Lasarte-Oria and EH Bildu in Errenteria and Hernani.

As we have mentioned Errenteria, EH Bildu and Elkarrekin Podemos are in the city hall. It's predictable that EH Bildu goes up and the dwellings go down, but how much? In addition, Elkarrekin Podemos has submitted lists in some locations that until now had not submitted any applications, and it is yet to see how it affects EH Bildu. In the last elections EH Bildu won with very little difference in the following countries (to name a few): Lezo, Astigarraga, Orio, Segura and Ordizia; and the Basque nationalists in: Tolosa, Arrasate and Lazkao. Strong competition is expected in these localities.

As a new political phenomenon, it will have to be seen whether the GGS will influence these elections, particularly in the stronger Tolosaldea area and in the Urola valley. In the municipality of Azpeitia in the latter region EH Bildu has joined the calcite generated around the wind power plants. In other countries, it remains to be seen what affects the PNV by the eleven power stations announced by the government.

Donostia Goia tranquil

In October of last year, Eneko Goia of the PNV who has been in the mayor for eight years was very quiet when Odón Elorza lost the PSE-EE primaries. In 2011, it was Goia who, even though mathematics allowed it, did not support Elorza and took him out of the mayor's office to hand over the baton to Juan Karlos Izagirre de Bildu in minority. Elorza never forgave him and said in the campaign that if he was the PSE-EE candidate, he would not support Goia after the election. The apparatus was against and closed the way to Elorza. That's where the possibilities of political change in that city end in the near future.

According to the surveys, the PNV will rise and EH Bildu will continue to grow, improving the results anteriores.En San Sebastian the PNV is the party that has had the most mayors since 1979, four times, and the second force has been the left abertzale (Herri Batasuna and EH Bildu), four times more. However, in this city things have changed a great deal, everyone has gone up and down, and all parties have once been the most voted. As for the number of votes, it can be observed that there is a shared vote bag between the PNV, the PSE-EE and the PP, which in 2015 received Bildu to punish Goia, but which is not exclusive to the PNV. Goia has been able to hold those votes in his breath in two legislatures, the PSE-EE does not compete – they also lost the socialist fortress Altza and the eastern districts – and the PP still does not know how to recover those votes that have gone to the PNV. As an outstanding fact, the Unionist Right has put Ana Iribar, the widow of Gregorio Ordóñez killed by ETA, in the last place.

The Gipuzkoan capital is EH Bildu the second force. Throughout the legislature, the strategy of the sovereign coalition has been to try to connect with Goia's opposition in areas and represent that the opposition is the only real alternative of the Donostians to this neoliberal city model. With this discontent, however, there is some sign of disconnection at the beginning of the electoral climate, especially when, having practised a very critical line with the issue of tourism throughout the legislature, he abstained in the vote on the seat of the Basque Cullinary Center in Gros – in favour of the PNV and the PSE-EE, sufficient to move forward. Many people did not understand the decision and demonstrations have also begun in that neighborhood. The independentists have removed Reyes Carrere and presented Juan Karlos Izagirre as a candidate for mayor, a well-known character, but after losing the mayor went through the back door, on a list that has given much to say inside the house. The last force of Elkarrekin San Sebastián has had a tough legislature, with calapitos and complaints among councilors, and although the surveys say it is going to go down, it is about to see what is going to happen.

The struggles being made in the city for neighborhoods will also have to do with the results – we have already mentioned Gros. There's more. For example, the opposition that the urban plan of Añorga has provoked in the neighborhood could be capitalized by EH Bildu, the lack of respect that manifests itself to the neighbors of Martutene or to other neighborhoods of the periphery, or to see if the works of the metro of the city center and the new commercial center of San Bartolomé, with all the small traders against, will take the vote to Goia. However, if today in the city there is a controversial issue, it is tourism and tourist housing. “We are not all, there is a lack of economic exile!”, you can also say in these elections in memory of almost 4,000 young Donostiards who have left the city in a decade and are not going to vote. After eight years of red carpet to the turistification of the city and the gentrification of some neighborhoods, after the opening of more than 50 new hotels and the dissemination of tourist houses in the city, 65% of the population consulted by the City Hall of San Sebastián states that it is not necessary to attract more tourists to the city.

It may be a sign that things are moving in depth, and Goia’s great challenge will be to contribute, as it has been up to now, to the business hunger of these economic interests in the next legislature, without overlooking the issue among the citizens. Will it succeed?
