The National and Civil Action Committee of the occupied Jerusalem has declared the Palestinian railway project a remarkable effort to "impose new colonial realities and consolidate the policy of the gradual annexation of the city". The settlements, which Israel has tried to legalize since 1967, are illegal under the international regulations established by the UN, but the resolutions that the organization establishes are not binding and Israel can follow its own initiative. Since the signing of the Oslo Accords (1993), Israel has not established as many settlements as it does now.
