The Naiz association has welcomed with “emotion” the measure adopted in the Basque Parliament, which has been rejected. Transgender people will not have to change Article 3 of the 2012 Transsexuality Act and would need a medical diagnosis or a report from a psychologist or psychiatrist in order to be accepted as they are.
The text of the initiative presented by PNV, EH Bildu, Elkarrekin-Podemos and PSE highlights that in the international arena and in the political agenda “the topic of depathologization of transsexuality has grown” and is the result of this. "This victory is yours," said Oihana Etxebarrieta, representative of EH Bildu, to the representatives of the transsexuals who were observing the upper part of the Chamber.
All the parties that supported the initiative have stressed that the proposed law is a step forward. Yet Elkarrekin-Podemos spokeswoman Eukene Arana has expressed concern that the rise of the far-right can thwart such progress.

In particular, pp was the only conservative party that rejected with its abstention the proposal to depathologize transcendence. The members of the Naiz association were satisfied with the result and were also optimistic about the attitude of pp: “He has not opposed it, and today’s abstention could become a yes tomorrow,” said Naizen’s spokesman Arkaitz Ibarzabal.
The depathologization of transsexuality is a process in which steps are being taken gradually in national and international organisms. As an example, the decision of the World Health Organization a year ago to remove transsexuality from the list of psychological diseases, but to call it “gender incongruity”, instead of recognizing that it is an expression of individual plurality, as demanded by LGTBI collectives.
Navarre could be another case: as explained to ARGIA the Chrysallis association, which works with transgender boys and girls, has a pioneering law, but still "the attention given in health is totally pathological".
