LGBTI+ Social Equality Act of Navarre, in progress
- It has been created by the four forces that support the government and the PSN, after a participatory process with LGBTI groups. It is a step in the depathologization of transsexuality and includes both awareness-raising policies and sanctions. The UPN abstained and the PP voted against it.
The legislative proposal for social equality LGBTI+ has been debated and approved in the Parliament of Navarre, with the actions of Future Yes, EH Bil, We Can, The Left and the PSN, the latter of which extended the proposal to develop the law, although the four included it in the programmatic agreement of 2015.
What will change?
The law will take measures to combat LGTBIphobia: develop protocols; carry out awareness-raising and training campaigns; and, if necessary, impose sanctions.
For the rest, the Executive will promote the dissemination of information on gender and sexual identity in different areas of the administration, such as Health and the sports world. In education, in the same line, elaboration programs will be implemented.
In the area of reproduction, assisted reproduction will be available to all LGTBI people. As far as transsexuality is concerned, the law has taken a step towards depathologization.
31 hate crimes in Navarre
According to the report on hate crimes in Spain presented by the Department of the Interior of Spain, there have been 31 hate crimes in Navarre, most of them related to sexual orientation and identity, specifically ten. Seven are related to ideology; another seven by religious beliefs; four by racism and xenophobia; two by disability; and one by sex and/or gender.
Attackers, male
Of the attackers, 86.6% were men and were between 18 and 40 years old.In the Spanish state, there were 1,272 hate crimes in 2016, 4.2% less than in 2015.
