Iurrebaso serves data from the 2021 sociolinguistic survey. Citing other experts, "almost all bilingual speakers dominate one language or another, in one language better/ they will adapt more easily than in the other. In general, they will be easier to speak in the language they have used most. And they will have a more limited capacity in the other education. Not in vain, the more it is used, the more it becomes sharper/entrenched in the speakers' mouths."
In the case of Euskera, the people who speak Euskera more easily today are only 7.9% compared to Spanish, 212,838 speakers throughout the Basque Country. The graph has also been published in the journal Administrazioa Euskaraz.
From these data, if we look at those who are able to do so in Basque, we have added another couple of data and graphics for the Promotion. Please note:

Over the years, the number of people who know Basque has increased from 22.4% in 1991 to 30.2% in 2021. However, it has not expanded the set of speakers who claim that they express themselves more easily in Basque, that is, the set of predominant Basque speakers: 7.7% in 1991 and 7.9% in 2021.
Today we are over 800,000 people able to express themselves in Euskera, but just over a quarter is able to do it better than in Spanish, in that yellow area of the upper graph.
With regard to linguistic competence, Iurrebaso concludes: "In the current Basque Country there is a strong imbalance between the Spanish/French capacity and the weakness of Basque competition. These data, together with others that we have collected about the situations of the Basque language (use, transmission, linguistic evolution and mastery of the letters in the territory), lead us to conclude that the Basque is in a situation of red minority".
And what Iurrebaso is asking for for language policies from now on: "To revitalize the Basque language, therefore, as important as increasing the number of speakers who have a basic competence to speak in Basque is to increase the number of people who have as their main language the Basque language, that is, those who most easily speak Basque. (...) Strengthening/complementing projects to deepen the ease of use of Euskera requires an essential line, especially in aspects related to the oral and informal fluidity of the new generations".
