Institutions transform self-managed space Kaiene into "Otxar Urban Lab"
- The social movements of the neighborhood and various political and popular organizations created the host house, the ateneo and the self-managed space Kaiene.Las institutions, meanwhile, will devote a new use to the building that the BBK Bank has in the Otxarkoaga neighborhood.
The building, located in the center of the neighborhood, had been closed and abandoned for years. The neighbors, wanting to use and help the immigrants arriving in Bilbao, decided to make a self-managed space in Kaiene, where they entered. Shortly afterwards, the City Hall decided to plug the building, as you can see in the photo.
Now, with the help of the different institutions, the building that was in Kaiene will host the ‘Otxar Urban Lab’, as it will be the seat of the proyecto.Este new space will be an experimental, open and shared laboratory in which formulas of public-private collaboration will be sought to design a working method of its own that can be extrapolated to other spaces in Bilbao and other municipalities of the CAPV.
The building has been transferred by the BBK Bank and in the coming months will become the headquarters of the Technical and Next Office. This will enable management in the neighborhood itself and will seek citizen participation and involvement in all activities carried out in the social structure of Otxarkoaga. It also provides for the implementation of measures and plans in the area itself for the training and improvement of the employability of the people of the neighbourhood.
The initiative is part of the ambitious project for the rehabilitation and urban regeneration of buildings that the City of Bilbao and the Department of the Environment, Territorial Planning and Housing of the Basque Government will carry out in Otxarkoaga in the next four years, which has a budget of EUR 7 million. Of these, EUR 4,675,000 will be borne by the Basque Government, while Municipal Housing will represent an investment of EUR 2,477,000.
Neighbours
Meanwhile, the neighborhood does not share the decision of the institutions. In addition, they have denounced that the budget is much lower than that used in the Coronación neighborhood in Vitoria-Gasteiz, so they have doubted that they can do everything they need to carry it out.
