Reading the section on the Basque language in the programme, the general impression we have gained is that it is continuous; that the linguistic models and the sectoral plans put in place so far and which are well valued – the dose of self-indulgence is not small – invite to deepen and influence them.
As far as the positive aspects are concerned, it is recognised that we are still a bit removed from linguistic equality and that we must continue and continue to do so. The main difference is lack of precision.
What is Euskera? The programme reads as follows: “The Basque language is Euskadi’s own, and not because we have the only Basques, but because only the Basques. He lives with another language of the Basque Country: Spanish.” It is recognized that this coexistence is not between equals: “This coexistence is totally unbalanced in most situations,” and the PNV wants to improve this unbalanced coexistence: “…this coexistence needs to be improved in order to achieve more equality, more integration and more harmony… a future with greater social cohesion”.

There is no mention, however, of why it is unbalanced. There is no reference to the oppression of the Basque Country for centuries, or to the imposition of Castilian (usually with the complicity of its civil and religious elites); then, apart from the historical-linguistic memory, there is no place for justice and historical reparation, nor for positive discrimination in favor of the Basque Country.
We have already confirmed above that it is complacent about the evolution of these 30 years:
“The process of revitalization of the Basque Country is exemplary and of reference at the international level, both in the forums of the university and research and in all types of political and social forums. Undoubtedly, it is one of the most advanced recovery and strengthening processes known.”
Furthermore, a very positive assessment is made of the language policy developed so far: “…has noticed an improvement in attitudes towards equality policies developed over three decades, especially in education, the Euskaldunization of the elderly, in the media, in administration and in social use in general, including ICT and the socio-economic framework”.
And that language policy has been approved by society: “The set of linguistic policies in the early 1980s…has been legitimized by a large majority of bilingual society as a result of the chosen path, to normalize the use of Euskera on an equal footing between the two official languages. Much progress has been made in this task, however, it is not over, so it requires continuity, progressivity, attention to sociolinguistic diversity and public-private collaboration”.

In contrast to the approach given by this program, what do the data tell us about the teaching of Euskera? We have recently read in the Berria newspaper: “In the free examination of the C1 level of Euskera, 2,000 people have been presented, a figure significantly lower than that of EGA, and 23% have obtained the title. In the other levels most have not passed the test” (Garikoitz Goikoetxea. 20-02-15).”
The main vision that emerges from this programme of the NIP in question is that we move slowly, and the problems and concerns have no place there.
As losers in the mus, we have a perception that always drags us to the small, and to this program, as has been said above, we consider it self-accommodating, forgetful of the historical-linguistic memory, continuous, inaccurate, and far from the courageous and varied measures the Basque needs, a thousand leagues of the linguistic equality dreamed of.
