The Government of Navarre wants to triple the capacity of the El Culebrete centre for the reception of waste from Gipuzkoa

The Ministry of the Environment of the Government of Navarre has sent the Community of La Ribera a proposal to increase the capacity of the El Culebrete treatment center in Tudela. This would triple the amount of waste they manage per year, from 70,000 to 200,000 tons.

The Community of Ribera has submitted an allegation. In particular, it asks that the document clearly state that what will be done with the waste from Gipuzkoa will precede the treatment and not the treatment itself. This means that they will take the waste that comes from the refuse bins of Gipuzkoa and separate the plastic and cardboard that people have discarded in an inappropriate way. The organic, on the other hand, will not stop in Tudela.

The President of the Ribera Commonwealth, Tomás Aguado, said that the resolution will be published in the Official Gazette of Navarre when this aspect is defined in the proposal. From there, the deadline will be opened for anyone who wishes to make a claim. If the Government of Navarre does not accept any argument, the decision will be final and Gipuzkoa will be able to transport 70,000 trash to Tudela per year from 2017 to 2019, as agreed by the Consorcio de Residuos de Guipúzcoa and the Comunidad de Residuos de la Ribera de Navarra. The agreement was signed on 11 November. The company will pay $5.5 million per year. The Company of the 3 Rs strongly denounced the agreement.

According to the association, it is not technically feasible for the digester of El Culebret to treat so many tons, and there are already irregularities in the center for this. The Consorcio de Residuos de Navarra requested an audit of El Culebret and it was found that 38.5% of the biowaste was dumped directly into the landfill because the digester does not have the capacity to take these amounts.

The City Council of Tudela also condemns the agreement signed by the Consortium of Waste of Gipuzkoa and the Community of Waste of the Ribera de Navarra. He denounces the lack of transparency in the process and adds that El Culebret does not meet its objective.

The motion is presented by the municipal group CUP of Tudela. Gustavo Gil, a member of the party, explains that “only 1% of the garbage is recycled in it,” and the company that will “benefit the most” from the agreement will be the FCC.
