24 Navarros mayors announced inaction, publicly announcing non-compliance with the Symbols Act of the Government of Navarra and the Basque Foral Decree. In the municipalities of the towns they represented, the ikurrina was placed along with the Navarra flag. Driven by unionism, the Law of Symbols prevented the placement of ikurrina in municipalities, and the Foral Decree of the Basque Country intended to regulate the use of Euskera in the administration.
