The Government has confirmed that the Labraza Wind Park in the Alavés municipality of Oion will have eight wind turbines and a power generation capacity of 40MW. The infrastructure is promoted by Aixeindar. Since it is a project affecting the CAPV and Navarra, it has required the processing of the ministries and has just received a favourable report.
Azaceta Wind Park also provides eight wind turbines with a 40MW power generation capacity. It will be located in the municipal terms of Joy-Dulantzi, Iruraiz Gauna, San Millán, Arraia Maeztu and Bernedo, in Álava. Aixeindar is also a promoter in this case. The Basque Government is currently finalising the environmental impact statement for the installation of Azaceta.
At the end of 2024 or the beginning of 2025, the works of the two wind projects would be underway, according to the dates Tapia gave at the press conference on January 17: "This means that the administrative process is usually long, but it goes. The works last about a year, so they are expected to be in place by the end of 2025."
Tapia explained to the press that both projects have been subjected to similar corrective measures: "They are mainly aimed at the protection of birds and forest flora". It reports on the latest technologies to prevent bird deaths in the case of wind power: "There are automatic bird detection systems that allow wind turbines to stop for a few hours. They allow wind turbines to stand for a night time for birds moving during periods of migration or at night. All of this exists and is proposed as corrective measures". Regarding the landscape, he explains: "It must be taken into account that the roads of the works are extended and they must be recovered".
At the end of the wind mill life there are two roads to be included in the projects "Installing or uninstalling new wind turbines".
The PTS definition period will be 15-18 months
In the words of the Government, the Territorial Plan "basically determines the installation of electricity generation plants from renewable sources on non-urbanizable land, without regulating its use and distribution". Tapia stressed that the "Sectoral Territorial Plan we have is of the beginning", "therefore, the areas that appear in it may or may not be definitive, as this PTS is subject to environmental evaluation and will see if all the areas or only some of them will be maintained". In this sense, it confirms that each renewable project submitted will receive the environmental assessment and the plan itself.
The Government's note acknowledges that large renewable generators may be installed outside the areas defined by the PTS: "The choice of these areas does not imply, a priori, the establishment of large installations outside these areas. In this case, in the absence of direct implementation, the requirements laid down in urban planning and spatial planning legislation must also be met".
The Government makes public the list of the 15 wind farms being processed. "All requests made so far are considered in the LPS," says Tapia at a press conference. It indicates that the most advanced is Labraza's.
