In accordance with the commitments made in the political agreement “To transform the Monument to the Fallen and create the Maravillas Lamberto Interpretation Center” signed in November, the parliamentary groups of the PSN, EH Bil, and Geroa Bai have registered a proposal for a provincial law. The initiative presented would entail the amendment of the Provincial Law 33/2013 on the recognition and moral compensation of Navarrese citizens killed and repressed as a result of the military coup of 1936.

The PSN, EH Bila and Geroa Bai propose adding an additional provision to the aforementioned law that “will allow the demolition of elements linked to the fascist symbology of the Monument to the Fallen and the creation of an interpretation center in the building to denounce fascism and democratic memory,” EH Bila said in a statement.

The legislative proposal proposes to limit the uses associated with the building, specifying that “they can only be used to publicize the causes and circumstances of the serious human rights violations that occurred during the war and dictatorship, as well as to reflect on society and warn of the dangers of new forms of fascism that clash with democracy, diversity and social justice, valuing coexistence and respect for human rights.” The text also states that “the symbolic parts that glorify the triumph of the Franco regime and hide the paintings inside the dome” must be removed.

The legislative proposal has been submitted to the Bureau of the Parliament of Navarre for processing by means of a single reading procedure and as a matter of urgency.

“Through this change, we will provide legal certainty and support for this change, while fulfilling the commitment made to the citizens,” explains Laura Aznal, spokeswoman for EH Bil, in a statement. “In the face of the rising trend of the extreme right and the new forms of fascism, this transformation will place Pamplona and Navarre as places that advance in historical memory, in the defense of democracy and in human rights,” stressed the sovereign left.

The legislative proposal has been submitted to the Bureau of the Parliament of Navarre, and will be processed through a one-time reading procedure and as a matter of urgency.
