The Zaldibar scandal erupted, when a toxic landfill of 2.8 million tonnes of waste on the freeway collapsed. He killed the workers Alberto Sololuze and Joaquín Beltran below. Documents published in subsequent weeks showed that the Government knew that the landfill was not being complied with and that it had never been sanctioned. Government management was heavily criticised and caused a political crisis.
