The first ikurrina was exposed to the public on the balcony of the Bilbao Batzokija. The Urlezaga Fountain of Ciria had the honour to place it as the oldest member of the association. He attended the opening ceremony of the Batzokija Euzkeldun. A few months later they would create the Basque Nationalist Party.

The ikurrina was created by the brothers Sabin and Luis Arana Goiri, replacing Bizkaia at first, but would soon become the bandrea of the Basque Country.
