The Spanish military governor prohibited the churches of Hego Euskal Herria from making preaches in Basque. According to the order, the local military commander had the competence to summarize in Basque what was said in the Predic for ten minutes if it was observed in the respective diocese that the citizens had difficulty understanding Spanish.
