The Basque Government in exile organized the First Basque International Congress in Paris. The United Nations Government, chaired by José Antonio Agirre, wanted to unite Basque citizens with plural ideologies to take stock of their work until then, in view of the withdrawal of the sanction of the Franco regime and the growing international recognition of the Spanish dictatorship.
