Seaska blocked roads between Baiona and Hendaia with the snail operation. Walking by car at a very slow speed, Baiona and San Juan de Luz blocked the two roads leading to Hendaia, at a time when the area was overcrowded. The gendarmes intervened to unlock the roads.

That year the Constitutional Council broke the agreement signed by Seaska with the Ministry of Education and protested about it.
