"To cope with the Russian invasion, Ukrainian civilian forces are jeopardizing military bases in areas where they live, including schools and hospitals, or using weapons systems in those places," Amnesty International said on 4 August.

The attacks of the Russians in the populated areas have been the cause of the death of civilians and the destruction of civilian infrastructure.
"In the picture we have documented, Ukrainian forces endanger the civilian population and violate the laws of war when they operate in population areas," said Secretary General Agnès Callamard.
"Being in a defensive position does not mean that the Ukrainian armed forces do not have to respect international humanitarian law."
However, Amnesty International has pointed out that not all the Russian attacks documented by them followed this trend. In other words, Russia has killed Ukrainian civilians, without having been attacked by the Ukrainian army from these populated areas.
