Parliament has reminded that there are 25,000 cows in all cattle in all of Navarre, so macro exploitation would "damage" the local reality.
They want to build in Noviercas, a town of 166 people, and their goal is to be the largest in Europe. The cooperative expects an investment of 95 million euros.
