"The project is in the process of studying the simplified strategic environmental assessment and the coalition, after the first analysis, has verified that there are 'vestiges of the urban planning pelotazo'", says the note posted on the website. Maider Urbaneta, councillor of Gandia Barakaldo, points out that the change of ‘Campus 04’ has reduced the area of action, but increased the buildability by 40%. “In addition, the upper part of the hillside has been left out of the project, reducing the potential expenses of the majority owner.”

He says that the City Council will have to clarify whether the proposal contained in the document has been agreed and accepted with the property, and whether it has accepted the procedure as if it were municipal, "when it is clear that the public interest is not justified and the private interest is."

The coalition’s spokesman, Eder Álvarez, explains that despite the increase in buildability, public housing will be maintained at 35%, although by law it is 40%, in general. Regarding the environmental assessment, Álvarez said that they are "contaminated soils", "there are high-voltage lines, frequent floods, there is a railway... we have everything in this area". He also criticized “the company’s assertion that the first process of the Municipal Council will take place soon or that it is assumed that the first demolitions will be carried out at the end of the year; the government team has a lot to clarify.”
