The Ministry of Defence is prepared to move the barracks if a new area of land is provided. The City Council proposes the construction of the barracks in the area of La Malecón de los Puentes, next to the incinerator and the centre for the social reintegration of prisoners.

The macro-prison project was rejected and the centre for the reintegration of prisoners who are to be held in the same area needs less space. For this reason, it has been proposed to build the barracks next to the incinerator and the social integration center.

Zubieta, a neighborhood of about 300 inhabitants, would have an incinerator, a center for the social integration of prisoners and a military headquarters if the proposal of the City Council of San Sebastián continued.
