Junts-PSOE Agreement
Amnesty law and new negotiating table in exchange for a legislative agreement
  • Through the agreement, Junts and the PSOE intend to open a new stage that channels the historical conflict in Catalonia. To this end, they have set up a negotiating table between the two forces and have agreed on a mediation mechanism to follow its contents and agreements.

The agreement was signed early on Thursday and the agreements are laid down as defined, for example for the 2017 referendum. For the meetings their results are legitimate and, consequently, the order received. Hence the declaration of independence of the Catalan Parliament of 27 October. For the PSOE this referendum was illegal and had no value.

In this context, and following the investiture session of Pedro Sánchez, the first meeting to discuss the solution of the historical conflict will be held in November. The recognition of Catalonia as a nation will be one of the main points and the limitations and deficits related to self-government will work.

The reference to the facts of the conflict is delayed to 2010 in the agreement to recall how that year the Spanish Constitutional Court suspended the most important contents of the Statute of Autonomy of Catalonia. This represented a great response of independence, both through demonstrations and through the actions of the dominant independence forces in the institutions. According to the agreed text, they reached the referendum in 2017. And they enter the story to avoid the actions of the Spanish Security Forces, the incidents, the lawsuits... and how all this has not been able to channel the conflict. They therefore conclude that only politics can channel the conflict and that the negotiating table between the two parties now being opened will be tried.

Once there, in the document each party marks its way: Based on Spanish article 92, Junts will propose a referendum on self-determination for Catalonia to decide its political future; the PSOE will propose the development of the Autonomy Statute of 2006 for the maximum development of self-government.

The agreements also contain the amnesty law, but it is not reported. The content will be communicated next week. And as a result of what has been agreed, in next week’s investiture session Junts will give approval to Pedro Sánchez. It is also specified that as the PSOE meets the agreement of both forces, Junts will give stability to the Government of Spain in the next term. The President of the Boards, Carles Puigdemont, made it clear at his hearing in Brussels that it will not be as in the previous legislature, without permanent negotiation and without agreement the legislature will not have a ride.

In Catalonia, for its part, ANC was very critical of the agreement and Dolors Feliu, president of the organization, said that with these agreements "Catalonia is Spanish". Feliu has claimed the Catalan State as the only way to end repression. ANC has submitted a request in the Parliament of Catalonia requesting the chamber to oppose the investiture agreements for the Government of Spain.
