Salhaeta calls for the recovery of Navarre’s prison policies

[The need for Navarre to assume the competence of prisons]. Salhaeta makes a report called The Need for a Push, and reports on the results.

This association believes that Navarre needs to regain its historical competences. Since 1923, in Lorafna, under the Navarrese regime, the competence of prisons has been established in Navarre, and this has been the case in part since the 1980s. But since then, Salhaeta has highlighted the abandonment of the political parties that have been in charge.

Article 39.1 of the Organic Law of Navarre contains the rule of competence of prisons. The Government and the Parliament are responsible for complying with the provisions of the Regulations of Navarre. That’s what the Salmon Association has done.

The law dates from 1923 and the other that is incorporated in it is that Navarre should be equally competent to enforce the rules in the area of penitentiary policy.

It was a change of the Government of Navarre two years ago and it is included in the agreement on the program that the four parties have committed themselves to recover the competence of the prisons, so Salhaeta believes that it is time to move from paper to practice.

  • In fact, it is recalled, the Government must act in favor of the rights and interests of all Navarrese, whether they are free or imprisoned.
  • If Navarre acquired this competence, it would have the opportunity to develop its prison policy.
  • This would mean, for example, that all Navarrese have the right to serve their sentence in Navarre.
  • And this would also lead to social profitability: Because in Navarre the work that is done with all these prisoners would be developed to make it easier to integrate them into society when they go out into the street.

Therefore, these conclusions, in their right, have asked the Parliament of Navarre to accept the request of the Spanish Government and adopt the powers of the prisons, so that Spain can direct them to Navarre.

In addition, it would be advisable for the competences within the prison to be those of Navarre: health, education and social services.

It would be advisable for Salhaka to adopt these powers first and foremost.

The request is widely supported

Fourteen associations that currently work in prisons have joined forces: the HIV/Evasive Network support group, the Ibarre Group, the Diocese of Navarre Prisons, the Human-Purpose Foundation, the Castilian Foundation, the Trappists of Emmaus, SOS Racism, the Human-Citizen Foundation, the Pamplona Network, the Lantxotegi Association, the Secretariat of the Gypsies of Navarre and the Doctors of Navarre Foundation.
